We are seeking a strategic and results-driven Training and Development Specialist (Senior Level) to lead the design, implementation, and evaluation of organization-wide learning initiatives. This role is responsible for building a culture of continuous learning and performance improvement through advanced training strategies, leadership development programs, and capability-building frameworks. The ideal candidate will collaborate with senior stakeholders to align learning outcomes with business goals and drive organizational excellence.
Develop and implement enterprise-wide learning and development strategies aligned with business objectives and workforce planning.
Lead the design and delivery of leadership development, succession planning, and high-potential employee programs.
Conduct training needs assessments in collaboration with department heads to identify performance gaps and capability requirements.
Oversee the design of blended learning programs, including classroom, virtual, and digital learning modules.
Manage and optimize Learning Management Systems (LMS), ensuring efficient content delivery and data reporting.
Evaluate the effectiveness of training initiatives using KPIs, ROI metrics, and post-training assessments.
Drive change management and cultural transformation initiatives through targeted learning interventions.
Coach managers and leaders in instructional techniques and people development best practices.
Manage training budgets, vendor relationships, and partnerships with external consultants or institutions.
Ensure compliance with legal and regulatory training requirements (e.g., UAE labor law, safety standards).

Bachelor’s or Master’s degree in Human Resources, Education, Organizational Development, or a related field
7+ years of progressive experience in training and development or L&D roles, with at least 2 years in a senior or strategic capacity
Proven experience in developing leadership pipelines, career development frameworks, and enterprise-wide training programs
Expertise in adult learning principles, instructional design, and training evaluation models (e.g., Kirkpatrick)
Proficiency in LMS platforms and e-learning authoring tools (e.g., Articulate, Moodle, SuccessFactors)
Strong communication, coaching, facilitation, and stakeholder management skills
Experience managing budgets, external vendors, and learning projects
Familiarity with UAE/GCC labor laws and mandatory training regulations is preferred
