The Senior Proposal Engineer (Senior Level) is responsible for managing high-value technical and commercial proposals from pre-bid to final submission. This role leads cross-functional coordination, develops winning strategies, ensures full compliance with client requirements, and drives the quality and competitiveness of submitted bids across regional and international projects.
Lead the preparation of complex technical and commercial proposals for EPC, turnkey, and supply contracts across industrial sectors.
Analyze RFPs/RFQs and tender specifications, define scope of work, identify risk areas, and develop comprehensive bid strategies.
Coordinate closely with engineering, procurement, project management, finance, and legal teams to build robust proposal packages.
Evaluate project costs, prepare pricing sheets, and perform bid-versus-budget comparisons using historical data and market intelligence.
Develop proposal execution plans, timelines, and document trackers to ensure timely, compliant submissions.
Conduct vendor and subcontractor evaluations and negotiate pricing for inclusion in proposals.
Lead technical clarifications, pre-bid meetings, and presentations with clients and consultants.
Ensure technical compliance with industry codes and standards (API, ASME, IEC, ISO, etc.).
Mentor and guide junior proposal engineers and support proposal team development.
Maintain bid databases, benchmark libraries, and post-bid evaluation reports to improve future win rates.
Bachelor’s degree in Mechanical, Electrical, Civil, or Industrial Engineering; Master's degree is a plus.
7–10 years of experience in proposal engineering, estimation, or techno-commercial bidding in a relevant industry.
Demonstrated ability to lead and win proposals for high-value and multi-disciplinary projects.
Strong command of technical writing, cost modeling, and project scoping techniques.
Proficiency in MS Office, Excel-based costing tools, and proposal formatting; knowledge of ERP or CRM systems (e.g., SAP, Salesforce) is advantageous.
Strong interpersonal and leadership skills with the ability to manage cross-functional teams under tight deadlines.
Experience handling international bids and knowledge of contractual frameworks (FIDIC, NEC, etc.).
Commercially astute with strong negotiation and risk analysis capabilities.
High attention to detail, strategic thinking, and presentation skills.
