Quality Assurance Manager – Boiler Fabrication and Certification

Job Description

Roles & Responsibilities

The Quality Assurance Manager – Boiler Fabrication and Certification is responsible for overseeing all quality assurance and compliance processes related to the fabrication, inspection, testing, and certification of marine and industrial boiler systems. This role ensures that all boilers and pressure vessels meet internal specifications, regulatory codes (such as ASME BPVC), and classification society standards. The QA Manager will lead audits, coordinate with third-party inspectors, manage documentation, and drive continuous improvement in fabrication quality and reliability.

Key Responsibilities:

  • Lead the development and enforcement of the quality assurance plan for boiler fabrication projects, ensuring compliance with ASME Boiler and Pressure Vessel Code (BPVC), ISO 9001, and applicable marine standards.

  • Supervise QA/QC inspectors, welding inspectors, and NDE (non-destructive examination) personnel during fabrication, welding, assembly, and hydrostatic testing processes.

  • Establish inspection and test plans (ITPs), welding procedure specifications (WPS), and quality control protocols for all boiler manufacturing activities.

  • Coordinate with classification societies (ABS, DNV, Lloyd’s Register, etc.) and third-party inspectors for certifications, approvals, and release documentation.

  • Review material traceability, weld maps, pressure test records, and manufacturing documentation to ensure completeness and compliance.

  • Lead internal and external audits, NCR (non-conformance report) resolution, and root cause analysis investigations.

  • Ensure quality records, fabrication data packages (MRBs), and certificates of compliance are properly generated, reviewed, and archived.

  • Train production and QA staff on quality standards, inspection techniques, and documentation practices.

  • Collaborate with engineering and production teams to address design, process, and material deviations early in the fabrication process.

Key Focus Areas:

  • Regulatory Compliance: Full alignment with ASME Section I/IV/VIII, NBIC, PED (if applicable), and maritime codes (SOLAS, IMO, IACS rules).

  • Welding & NDE Oversight: Ensure all welders are qualified and all joints meet applicable codes through radiography, ultrasonic, and visual inspections.

  • Documentation & Certification: Manage all quality documentation and interface with certifying authorities.

  • Fabrication Quality Control: Monitor and improve weld quality, heat treatment, dimensional control, and pressure test success rates.

  • Continuous Improvement: Use data from inspections and NCRs to reduce defects and improve process reliability.

Qualifications & Experience:

  • Bachelor’s Degree in Mechanical Engineering, Metallurgy, Welding Engineering, or related technical discipline.

  • 10+ years of experience in quality assurance within boiler fabrication, pressure vessel manufacturing, or heavy marine engineering.

  • In-depth knowledge of ASME BPVC Sections I, II, V, VIII, IX and relevant welding codes (AWS D1.1, ISO 3834).

  • Experience working with classification societies and regulatory auditors.

  • Strong leadership skills with the ability to manage QA teams and cross-functional collaboration.

  • Proficiency in QA software systems, inspection reporting, and fabrication data management.

Preferred Credentials / Experience:

  • Certified Welding Inspector (CWI) – AWS or equivalent.

  • NDT Level II or III Certification in RT, UT, MT, or PT.

  • Lead Auditor Certification (ISO 9001 or similar).

  • Experience with marine boilers, auxiliary pressure systems, or nuclear-certified pressure vessels (if applicable).
