The Plant HVAC Operations Manager is responsible for the overall performance, reliability, and efficiency of HVAC systems throughout a water or wastewater treatment plant. This role oversees HVAC operations, maintenance, and system optimization, ensuring equipment supports safe, compliant, and energy-efficient plant operations. The manager serves as the technical leader for HVAC-related functions and supervises HVAC personnel and contractors.
Manage day-to-day operations of HVAC systems, including chillers, boilers, pumps, air handling units, exhaust systems, and building climate controls.
Monitor system performance and respond to alarms or failures to minimize plant disruptions.
Coordinate with plant operations and control room staff to ensure HVAC systems support process needs.
Supervise HVAC technicians and maintenance personnel; assign work orders and oversee task execution.
Provide technical training and mentorship to staff on HVAC system operations, troubleshooting, and safety practices.
Lead preventive and predictive maintenance programs to ensure HVAC system uptime and efficiency.
Oversee repairs, replacements, and upgrades of HVAC equipment in collaboration with maintenance and engineering teams.
Identify and implement improvements in HVAC control strategies, energy usage, and equipment performance.
Work with energy management teams to support sustainability and efficiency goals.
Ensure HVAC operations comply with OSHA, ASHRAE, local building codes, and environmental regulations.
Maintain safety documentation, inspection records, and compliance certifications.

Education:
Bachelor’s degree in Mechanical Engineering, HVAC Engineering, or related field (preferred)
Equivalent experience with technical certifications (e.g., HVAC/R license, CFC certification) acceptable
Experience:
8+ years of experience with industrial HVAC systems, including at least 3–5 years in a leadership role
Experience in utility, water/wastewater, or industrial plant environments highly desirable
Skills:
Strong understanding of HVAC systems, control systems (BAS), and plant integration
Ability to read and interpret mechanical plans, wiring diagrams, and equipment manuals
Effective team leadership and communication skills
Proficient in CMMS platforms and building management systems (BMS/BAS)
