The Executive Director – Utilities and Environmental Systems provides strategic leadership and operational oversight for all utility infrastructure and environmental control systems within water and wastewater treatment facilities. This executive role is responsible for ensuring the reliable delivery of utility services (power, steam, compressed air, HVAC) and managing environmental compliance programs aligned with regulatory standards. The Executive Director leads cross-functional teams to optimize system performance, reduce environmental impact, and support sustainable plant operations.
Oversee design, operation, and maintenance of utility systems including electrical distribution, steam generation, HVAC, compressed air, and backup power.
Ensure utilities infrastructure meets operational demands, efficiency goals, and safety standards.
Drive initiatives to modernize utility systems and implement energy-saving technologies.
Lead environmental management programs related to emissions control, waste handling, water reuse, and air quality.
Manage compliance with EPA, state, and local environmental regulations, permits, and reporting requirements.
Coordinate with environmental engineers and regulatory agencies to implement corrective actions and sustainability projects.
Develop and implement strategic plans for utilities and environmental infrastructure upgrades and expansions.
Oversee capital project execution, budgeting, contractor management, and risk mitigation.
Integrate sustainability goals into infrastructure planning and operational procedures.
Lead multidisciplinary teams of engineers, operators, and environmental specialists.
Foster a culture of safety, continuous improvement, and regulatory excellence.
Collaborate with senior management, regulatory bodies, and community stakeholders on utility and environmental initiatives.

Education:
Bachelor’s degree in Mechanical, Environmental, or Chemical Engineering or related field (required)
Master’s degree or MBA (preferred)
Experience:
15+ years of experience in utilities management, environmental systems, or water/wastewater treatment operations
Proven leadership in managing complex utility and environmental programs at large-scale facilities
Strong knowledge of environmental regulations (EPA, Clean Air Act, Clean Water Act) and utilities engineering
