We are seeking an experienced and visionary Director – Infrastructure Engineering to lead the planning, design, and delivery of complex water and wastewater infrastructure projects. This strategic leadership role oversees engineering standards, project execution, and technical excellence to support the integrity and sustainability of municipal and industrial water systems.
Engineering Leadership & Oversight
Direct all aspects of infrastructure engineering related to pipelines, pump stations, reservoirs, distribution/collection systems, and treatment facility expansions.
Establish and enforce engineering standards, quality controls, and technical specifications aligned with regulatory and industry best practices.
Oversee multi-disciplinary project teams, ensuring projects are delivered on time, within budget, and to technical expectations.
Strategic Planning & Capital Delivery
Lead long-term infrastructure planning and capital improvement programs (CIPs) for water and wastewater systems.
Collaborate with asset management, planning, and operations teams to prioritize projects based on risk, capacity, and regulatory requirements.
Support rate setting, funding strategies, and board reporting for major infrastructure investments.
Project & Program Management
Oversee the full lifecycle of engineering projects—from feasibility studies and permitting to construction and commissioning.
Manage design consultants, contractors, and third-party vendors, ensuring performance, compliance, and quality deliverables.
Implement project controls, cost tracking, and change management procedures.
Regulatory & Stakeholder Engagement
Ensure compliance with federal, state, and local environmental and infrastructure regulations (EPA, DOT, AWWA, etc.).
Serve as a technical liaison to public agencies, utilities, and community stakeholders.
Lead responses to audits, inspections, and technical reviews.
Team Development & Mentorship
Build, lead, and mentor a high-performing team of engineers, designers, and technical staff.
Promote a culture of innovation, continuous improvement, and professional growth.
Develop succession plans and technical training programs to retain and upskill talent.
Engineering leadership for linear and plant infrastructure systems
Capital planning and strategic project execution

Education:
Bachelor’s degree in Civil, Mechanical, or Environmental Engineering (required)
Master’s degree preferred
Certifications:
Professional Engineer (PE) license required
PMP or equivalent program management certification is a plus
Experience:
12+ years of progressive experience in infrastructure engineering, with at least 5 in a senior or director-level role
Deep expertise in municipal water and wastewater systems, including pipelines, treatment facilities, and pumping infrastructure
Proven track record delivering large-scale capital projects
Skills:
Advanced knowledge of hydraulic modeling, GIS, AutoCAD/Civil 3D, and asset management tools
Strong leadership, negotiation, and communication skills
Ability to manage complex stakeholder relationships and cross-functional teams
Excellent analytical, budgeting, and reporting skills
