Roles & Responsibilities

The Senior Certification and Compliance Engineer leads regulatory and technical compliance efforts for marine boiler and pressure systems in alignment with U.S. Coast Guard (USCG), American Bureau of Shipping (ABS), and international classification standards. This senior-level role ensures that engineering, fabrication, and installation processes meet or exceed applicable codes and requirements. The role is responsible for engaging directly with regulatory agencies, managing certification strategies, resolving complex compliance issues, and mentoring junior engineers in best practices for boiler system approvals.


Key Responsibilities:

  • Serve as the technical authority for USCG/ABS regulatory compliance related to marine boilers, steam systems, and pressure vessels across multiple programs.

  • Interpret, implement, and oversee adherence to USCG 46 CFR, ABS Rules, and ASME BPVC (Sections I, IV, V, VIII, IX).

  • Lead development and submission of compliance documentation including design dossiers, compliance matrices, P&IDs, test plans, and deviation justifications.

  • Direct the inspection and certification workflow: scheduling Factory Acceptance Tests (FAT), hydrostatic testing, NDE coordination, and third-party witnessing.

  • Act as primary liaison with classification societies (ABS, DNV, Lloyd’s) and government regulators (e.g., USCG) for certification reviews, audits, and issue resolution.

  • Advise engineering and QA teams on interpretation of complex code requirements and design conformity issues.

  • Drive closure of non-conformities, manage root cause analysis, and ensure timely implementation of corrective actions.

  • Monitor regulatory changes and maintain internal compliance standards aligned with evolving industry codes.

  • Mentor and provide technical oversight to junior and mid-level compliance engineers, ensuring consistency and quality of submittals.

  • Contribute to strategic planning for compliance risk mitigation across design, build, and lifecycle support phases.


Key Focus Areas:

  • Technical Leadership in Compliance: Provide authoritative guidance on code interpretation and regulatory navigation.

  • Advanced Documentation Oversight: Ensure high-level technical accuracy and completeness in all compliance submittals.

  • Stakeholder Interface: Maintain professional engagement with ABS, USCG, OEMs, shipyards, and program managers.

  • Inspection Strategy: Develop comprehensive test and inspection plans that align with both production schedules and regulatory obligations.

  • Risk Mitigation: Identify and proactively resolve certification bottlenecks or non-conformances.


Qualifications & Experience:

  • Bachelor’s or Master’s Degree in Mechanical Engineering, Marine Engineering, or related discipline.

  • 8–15 years of experience in marine engineering, pressure system certification, or compliance with heavy focus on boiler and steam systems.

  • In-depth knowledge of USCG 46 CFR Subchapter F, ABS Steel Vessel Rules, ASME Boiler & Pressure Vessel Code, and related maritime compliance standards.

  • Proven experience in managing technical submittals, third-party certifications, and audit responses for complex marine projects.

  • Strong documentation skills and familiarity with digital tools for compliance tracking (e.g., Teamcenter, SharePoint, PLM systems).

  • Excellent interpersonal and communication skills, with demonstrated ability to lead cross-functional teams.


Preferred Qualifications:

  • Professional Engineer (PE) license or ASME Code Certification.

  • Certified Welding Inspector (CWI) or NDT Level II/III credentials.

  • Experience supporting U.S. Navy, USCG, or international naval vessel programs.

  • Familiarity with SOLAS, IMO, and IACS rules in addition to domestic codes.
