Roles & Responsibilities

The Certification and Compliance Engineer is responsible for managing and executing regulatory compliance activities for marine boiler systems in accordance with U.S. Coast Guard (USCG) and American Bureau of Shipping (ABS) requirements. This mid-level role supports engineering design, fabrication, and testing by ensuring that documentation, processes, and inspections meet applicable codes, standards, and flag state regulations. The engineer collaborates closely with project teams, classification societies, and government agencies to secure timely certifications for pressure vessels and steam systems.


Key Responsibilities:

  • Interpret and apply relevant sections of USCG 46 CFR, ABS Rules, and ASME Boiler and Pressure Vessel Code (BPVC) during boiler system design and certification.

  • Prepare and submit technical documentation, including compliance matrices, material certifications, test procedures, and calculation reports to regulatory bodies.

  • Serve as the point of contact for regulatory inspections, surveys, and audits related to boilers, economizers, and steam piping systems.

  • Coordinate Factory Acceptance Testing (FAT), hydrostatic testing, and non-destructive examinations (NDE) in compliance with project requirements and class rules.

  • Support internal QA teams by reviewing weld procedures, NDT reports, and heat treatment documentation for conformity with standards.

  • Track progress of certification packages across multiple projects and ensure timely submissions and approvals.

  • Participate in risk assessments, technical reviews, and root cause investigations related to non-compliance or deviations.

  • Maintain compliance documentation systems and ensure traceability of approvals, certificates, and audit records.

  • Stay current on changes in USCG and ABS rules, advising the engineering team on potential impacts to ongoing or future projects.


Key Focus Areas:

  • Regulatory Interface: Manage relationships with ABS, USCG, and flag state representatives throughout the project lifecycle.

  • Code Compliance: Apply ASME Section I/IV/VIII/IX and maritime regulations during the design and fabrication of boiler systems.

  • Documentation Management: Ensure high-quality, complete, and traceable compliance packages and submittals.

  • Inspection Support: Facilitate technical readiness and documentation for third-party and government inspections.

  • Project Integration: Align certification timelines with engineering, procurement, and commissioning schedules.


Qualifications & Experience:

  • Bachelor’s Degree in Mechanical Engineering, Marine Engineering, or related technical field.

  • 4–8 years of experience in compliance engineering or marine systems design, preferably with exposure to boilers or pressure systems.

  • Working knowledge of USCG 46 CFR Subchapter F, ABS Rules, and ASME BPVC.

  • Experience working with classification societies, regulatory audits, and certification workflows.

  • Strong technical writing, documentation control, and project tracking abilities.

  • Proficiency with CAD, P&IDs, and documentation tools (e.g., Teamcenter, AutoCAD, or equivalent).


Preferred Qualifications:

  • Familiarity with shipboard boiler systems, economizers, and marine steam plants.

  • AWS CWI, NDT Level II, or ASME code training is a plus.

  • Experience with marine OEMs, shipyards, or government vessel programs (e.g., US Navy, USCG).

  • Ability to read fabrication drawings, weld maps, and material traceability documents.
